No doubt we are under the environment of increasing regulatory scrutiny towards treasury related activities. Globally, with the eyes catching regulatory actions, settlement resulting to huge fines, with major regulators emphasizing the importance of conduct and culture, TMA is delighted to have invited Mr David Ngai, Managing Director, Compliance, State Street Global Markets, to update Members with the latest regulatory trend, with synopsis as follows:

1)     Overview of the latest regulatory trend from a culture and conduct perspective;
2)     Recent enforcement actions against Treasury related activities, and lessons learnt; and
3)     Reasonable measures suggested to be adopted by market participants to fulfill the regulatory expectations.

State Street Global Markets

David Ngai - David is the Managing Director of State Street Bank and Trust Company, and being the Apac Head of Compliance for our Global Market’s businesses, in particular, Foreign Exchange, Equities, Trading Platform, and Treasury activities. David is also responsible for the managing of the relationships with the Central Banks and Regulators in the region from the Market Infrastructure and Supervisory perspective.

Previously Managing director, Asia Pacific for Global Financial Markets Association’s Global FX Division, David had been working with a group of 25 major international banks engaged in the discussions with the Regulators and Central Banks in multiple jurisdictions around clearing, execution, trade reporting, Code of Conduct, and Business Practice Rules, and has been taking a proactive role in ensuring the industry meets enhanced transparency requirements driven by the G-20 from the FX perspective.

David is accountant by profession graduated from the University of Birmingham with Master degree in Public Administration and Development, and qualified with Arthur Andersen. David had since then being a Regulator with the Hong Kong Securities and Futures Commission’s Enforcement Division, and followed by various regional compliance management positions with major financial institutions including Macquarie and J.P. Morgan.

David has extensive experience and expertise in managing the delivery of Compliance and Risk Management services across multiple asset classes with a strategic focus, and the handling of large scale regulatory enquiries against financial institutions, including the public hearing during the “mini-bond” saga. Other than Compliance, David has also been advising Global Markets Business Units, and participating in various business practices, ethics and conduct related committees with the Industry Body.

Participants are entitled to receive 1 CPD (TMA) credit upon completion of the seminar. TMA is the administrator for the Enhanced Competency Framework on Treasury Management (ECF-TM) and a recognized institution of Securities and Futures Commission (SFC) for providing continuing professional development (CPD) activities. The CPD hours can be used to meet the CPD requirements of the ECF-TM and the SFC. To qualify for the CPD credit or attendance certificate of the seminar, all participants have to sign-in and sign-out. We regret that neither CPD nor attendance certificate will be given to those who are late for the seminar or leave early. TMA Office will update TMA Individual Members’ CPD record after the seminar is held.
